About us

Building the intelligence infrastructure that European public procurement lacks.

A €2.4 Trillion market — the largest concentrated procurement system in the world — still operates on fragmented information, language barriers, and intermediaries who profit from opacity. We saw this firsthand, and we decided to replace that friction with something systematic, transparent, and permanent.

Our story

Before Silmaril, we spent years inside the systems that govern European procurement — policy frameworks, institutional governance, and cross-border regulation. We understood how the market was supposed to work. We also understood why it didn't.

Companies across Europe were making expansion decisions based on incomplete information. They were paying consultancies €50,000–€100,000 for market reports assembled by junior analysts from publicly available data. They were missing tenders in neighboring countries because nobody had built the infrastructure to make that information accessible. The problem was not a lack of opportunity — it was a lack of visibility.

We built Silmaril because we believed that systematic intelligence — not more consultants, not more manual research, and not more guesswork — was the only way to make European procurement work the way it should: transparent, accessible, and efficient. That conviction has not changed.
